SUPPORT BROKER SERVICES
Support Broker Services help individuals and families who self-direct their care. As a Support Broker, we act as your personal guide—making sure you understand your options, stay compliant with your program requirements, and get the services and supports you need.
We assist with:
✅ Developing and updating your Individual Support Plan (ISP)
✅ Helping manage your budget and spending plan
✅ Coordinating hiring and training of direct care workers
✅ Navigating program rules and paperwork

She is highly regarded for her strong interpersonal, analytical, problem-solving, managerial, and administrative skills, with a proven ability to handle complex responsibilities in high-pressure environments.
Her extensive background includes 6 years as an Activity Director, 6 years of case management experience, and 7 years in supervisory roles.
She holds a BA in Theology, an MA in Counseling Psychology, and a second MA in Religion, Personality, and Culture. Normalee is also certified in Nursing Home Administration and as an Activity Director, and she is currently completing coursework for certification as a CADC (Certified Alcohol and Drug Counselor).
With a deep commitment to holistic care and individual empowerment, Normalee’s experience and dedication make her an invaluable part of the R Family Care Services team.

About the Founder – Tracy Dumas
R. Family Care Services was founded in 2022 by Tracy Dumas, a passionate community leader and change-maker with over 20 years of combined experience in business, social and community services, special education, and working with juvenile delinquency and at-risk youth.
Tracy is also the Founder of Living Out Unique Dreams (LOUD), Founder & Executive Director of Rising Queens Inc., and Owner/Operator of R. Taxes LLC. She specializes in entrepreneurship and financial empowerment, leading the transformative Mind Your Business Entrepreneur Workshop and Financial Literacy Training Program, helping individuals shift their mindset, repair credit, and build sustainable businesses.
A Beloit, Wisconsin native, Tracy spent nearly 17 years in Central Florida, where she earned a Bachelor’s degree in Criminal Justice and a Master’s degree in Human Services and Organizational Management. Married and a proud mother of three, Tracy’s passion for serving vulnerable populations is deeply rooted in her own personal journey of overcoming adversity.
Once considered at-risk herself, Tracy understands firsthand the power of having someone believe in you—even when you don’t believe in yourself. Her life is a testimony to resilience, transformation, and purpose. She has dedicated her career to helping those often left behind due to their circumstances, providing hope, resources, and a path forward.
Her unwavering goal is to make a lasting difference in the lives of others and create real, sustainable change in her community—especially for those who need it most.
