The school-to-prison pipeline refers to patterns within education systems that can unintentionally push students—especially those facing academic challenges, disabilities, or systemic barriers—out of school and toward involvement with the juvenile or criminal justice system.

This pipeline is often fueled by academic struggles, repeated disciplinary actions, lack of early intervention, and unmet social-emotional needs. When students fall behind early and do not receive adequate support, frustration and disengagement can grow, increasing the risk of negative outcomes later in life.

In the School District of Beloit, many students face significant academic challenges, particularly in reading and math. District data shows that proficiency rates in these core subjects are well below state averages. These gaps matter because strong literacy and numeracy skills are foundational—not just for academic success, but for confidence, engagement, and long-term opportunity.

Students who struggle academically are more likely to:
